SB23,1,3 1An Act to create 13.086 of the statutes; relating to: requiring a supermajority
2vote for bills overturning local government policies, ordinances, resolutions,

Analysis by the Legislative Reference Bureau
This bill provides that no house of the legislature may pass a bill that overturns
any local government policy, ordinance, resolution, or regulation unless the bill is
approved by two-thirds of those members present and voting. The bill applies to
policies, ordinances, resolutions, and regulations of school districts, counties, cities,
villages, and towns.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB23,1 4Section 1. 13.086 of the statutes is created to read:
SB23,1,7 513.086 Bills overturning local government policies, ordinances,
6resolutions, and regulations.
(1) In this section, “local government" means a
7school district, county, city, village, or town.

2government policy, ordinance, resolution, or regulation unless the bill is approved by
