AB478,1,3 1An Act to create 341.25 (1) (L) of the statutes; relating to: registration fees and
2surcharges for automobiles and certain motor trucks propelled by electrical

Under current law, the Department of Transportation charges an annual
registration fee of $75 for most automobiles and a varying fee based on the gross
weight of the vehicle for most motor trucks that are registered within the state.
Under this bill, if a motor truck or automobile is a nonhybrid electric vehicle, a
surcharge of $125 is added to the registration fee for automobiles and for certain
motor trucks with a gross weight of not more than 8,000 pounds.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB478,1 4Section 1. 341.25 (1) (L) of the statutes is created to read:
AB478,1,55 341.25 (1) (L) 1. In this paragraph:
AB478,2,56 a. “Alternative fuel" means a gas, liquid, or other fuel that, with or without
7adjustment or manipulation such as adjustment or manipulation of pressure or

1temperature, is capable of being used for the generation of power to propel a motor
2vehicle, including, but not limited to, natural gas, compressed natural gas, liquefied
3natural gas, liquefied petroleum gas, hydrogen, hydrogen compressed natural gas,
4or hythane. Alternative fuel does not include motor fuel, electricity, leaded racing
5fuel, or an excluded liquid, as defined in 26 CFR 48.4081-1.
AB478,2,86 b. “Nonhybrid electric vehicle” means a vehicle that is propelled solely by
7electrical energy and that is not capable of using gasoline, diesel fuel, or alternative
8fuel to propel the vehicle.
AB478,2,129 2. If a motor truck or automobile is a nonhybrid electric vehicle, in addition to
10the fee under par. (a) or (c), a surcharge of $125 shall be added to and collected with
11the fee for each automobile and for each motor truck registered under par. (c) at a
12gross weight of not more than 8,000 pounds.
AB478,2 13Section 2. Initial applicability.
AB478,2,1514 (1) This act first applies to an application for registration received by the
15department of transportation on the effective date of this subsection.
