AB293,1,2 1An Act to create 20.435 (1) (cf) and 252.185 of the statutes; relating to:
2communicable disease control and prevention funding.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Health Services to distribute funds to local
health departments to use for communicable disease control and prevention
measures, specifically, disease surveillance, contact tracing, staff development and
training, improving communication among health care professionals, public
education and outreach, and other infection control measures as required by law.
Under the bill, DHS must take into consideration certain factors to establish an
equitable allocation formula for the distribution of funds. The bill also requires each
local health department to submit to DHS a financial statement regarding its use of
funds received from DHS.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB293,2 1Section 2. 20.435 (1) (cf) of the statutes is created to read:
AB293,2,42 20.435 (1) (cf) Communicable disease control and prevention. As a continuing
3appropriation, the amounts in the schedule for communicable disease control and
4prevention under s. 252.185.
AB293,3 5Section 3. 252.185 of the statutes is created to read:
AB293,2,13 6252.185 Communicable disease control and prevention. (1) From the
7appropriation under s. 20.435 (1) (cf), the department shall distribute moneys to local
8health departments to use for disease surveillance, contact tracing, staff
9development and training, improving communication among health care
10professionals, public education and outreach, and other infection control measures
11as required under this chapter. The department shall consider the following factors
12to establish an equitable allocation formula for the distribution of moneys under this
13section:

15department.

AB293,3,5 3(2) By January 1, 2019, and biennially thereafter, each local health department
4shall submit to the division of the department that addresses public health issues a
5financial statement of its use of funds under this section.
AB293,4 6Section 4. Effective date.
AB293,3,87 (1) This act takes effect on the day after publication, or on the 2nd day after
8publication of the 2017 biennial budget act, whichever is later.
