AB144,1,3 1An Act to renumber and amend 342.30 (1g); and to create 342.30 (1g) (b) of
2the statutes; relating to: removal and replacement of a vehicle or vehicle part
3identification number.
Analysis by the Legislative Reference Bureau
Under current law, no person may remove, alter, obliterate, or intentionally
make it impossible to read a vehicle or vehicle part identification number. A person
who violates this prohibition may be fined not more than $10,000 or imprisoned for
not more than six years, or both.
This bill creates an exception to this prohibition for persons who remove and
replace a decal that contains a vehicle or vehicle part identification number when
repairing a vehicle or vehicle part if the removal and replacement is reasonably
necessary for the repair.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB144,1 4Section 1. 342.30 (1g) of the statutes is renumbered 342.30 (1g) (a) and
5amended to read:
AB144,2,36 342.30 (1g) (a) No Except as provided in par. (b), no person may remove, alter
7or obliterate or intentionally make it impossible to read, as required under sub. (2),

1an identification number. This subsection does not apply to the obliteration of an
2identification number which occurs in the process of crushing a vehicle or vehicle
3part for scrap.
AB144,2 4Section 2. 342.30 (1g) (b) of the statutes is created to read:
AB144,2,75 342.30 (1g) (b) A person who repairs a vehicle or vehicle part may remove and
6replace a decal that contains an identification number if the removal and
7replacement is reasonably necessary for the repair.
