AB857-AA1,1,11 At the locations indicated, amend the bill as follows:
AB857-AA1,1,2 21. Page 2, line 2: after that line insert:
AB857-AA1,1,3 3 Section 1g. 20.507 (1) (h) of the statutes is amended to read:
AB857-AA1,2,24 20.507 (1) (h) Trust lands and investments — general program operations. The
5amounts in the schedule for the general program operations of the board as provided
6under ss. 24.04, 24.09 (1) (bm), 24.53, 24.61 (2) (c), and 24.62 (1). All amounts
7deducted from the gross receipts of the appropriate funds as provided under ss. 24.04,
824.09 (1) (bm), 24.53, and 24.62 (1) shall be credited to this appropriation account.
9Notwithstanding s. 20.001 (3) (a), the unencumbered balance at the end of each fiscal
10year shall be transferred to the trust funds, as defined under s. 24.60 (5). The amount
11transferred to each trust fund, as defined under s. 24.60 (5), shall bear the same
12proportion to the total amount transferred to the trust funds that the gross receipts

1of that trust fund bears to the total gross receipts credited to this appropriation
2account during that fiscal year.
AB857-AA1,1j 3Section 1j. 20.536 (1) (k) of the statutes is amended to read:
AB857-AA1,2,74 20.536 (1) (k) General program operations. All moneys received from
5assessments made under s. 25.187 (2) and from charges made under s. 25.17 (9), and
6from contracts entered into under s. 24.61 (2) (c),
for the purpose of conducting
7general program operations.”.
AB857-AA1,2,8 82. Page 3, line 8: delete lines 8 to 13 and substitute:
AB857-AA1,2,17 9“24.61 (2) (c) Delegation of investment authority to Contracting with investment
10board.
The board may delegate to contract with the investment board the authority
11to invest part or all of the moneys belonging to the trust funds. If the board delegates
12the authority,
contracts with the investment board, the investment board may invest
13the moneys belonging to the trust funds in any fixed income investment or fund that
14invests only in fixed income instruments
accordance with the board's standard of
15responsibility specified in s. 25.15 (2). All moneys received by the investment board
16under this paragraph shall be credited to the appropriation account under s. 20.536
17(1) (k)

8page 8, line 3, and substitute “s. 20.255 (2) (s) on April 15. Moneys distributed under
9this section may be expended only for the purchase of instructional materials from
10the state historical society for use in teaching Wisconsin history and for the purchase
11of library books and other instructional materials
for school libraries, but not for
12public library facilities operated by school districts under s. 43.52, in accordance with
13rules promulgated by the state superintendent. In addition, a school district may use
14the moneys received under this section to purchase school library computers and
15related software if the school board consults with the person who supervises the
16school district's libraries and the computers and software are housed in the school
17library
