SB407,1,2 1An Act to create 16.42 (4) of the statutes; relating to: biennial budget requests
2of state agencies.
Analysis by the Legislative Reference Bureau
This bill requires each executive state agency to submit proposals to reduce its
budget or maintain its budget at current levels.
Under current law, no later than September 15 of each even-numbered year,
each executive state agency must file with the Department of Administration the
agency's budget request for the succeeding biennium. This bill requires each agency
to include with its biennial budget request, and to submit to the governor and the
legislature, all of the following:
1. A proposal to reduce the agency's budget for the succeeding fiscal biennium
by a total of 5 percent of the agency's budget for the current fiscal biennium.
2. A proposal to maintain the agency's current budget levels for the succeeding
fiscal biennium.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB407,1 3Section 1. 16.42 (4) of the statutes is created to read:

116.42 (4) Each agency required to submit a budget request under sub. (1) shall
2include with its request, and shall submit to the governor and to the legislature
3under s. 13.172 (2), all of the following:
SB407,2,64 (a) A proposal to reduce the agency's budget for the succeeding fiscal biennium
5by an amount equal to a total of 5 percent of the agency's budget for the current fiscal
6biennium.
SB407,2,87 (b) A proposal to maintain during the succeeding fiscal biennium the agency's
8budget for the current fiscal biennium.
