TO SENATE BILL 292

"Independent expenditure committee" means any person, other than an 4
individual, or any permanent or temporary combination of 2 or more persons 5
unrelated by marriage that satisfies any of the following:
1. It has the major purpose of making independent expenditures, as specified 7
in the person's organizational or governing documents, the person's bylaws, 8
resolutions of the person's governing body, or registration statements filed by the 9
person under this chapter.
2. It uses more than 50 percent of its total spending in a 12-month period on 11
independent expenditures and expenditures made to support or defeat a 12
referendum. In this subdivision, total spending does not include a committee's 13
fundraising or administrative expenses.".
(a) Subject to par. (b), "political action committee" means any person, 5
other than an individual, or any permanent or temporary combination of 2 or more 6
persons unrelated by marriage that satisfies any of the following:
1. It has the major purpose of express advocacy, as specified in the person's 8
organizational or governing documents, the person's bylaws, resolutions of the 9
person's governing body, or registration statements filed by the person under this 10
2. It uses more than 50 percent of its total spending in a 12-month period on 12
expenditures for express advocacy, expenditures made to support or defeat a 13
referendum, and contributions made to a candidate committee, legislative campaign 14
committee, or political party. In this subdivision, total spending does not include a 15
committee's fundraising or administrative expenses.
(b) "Political action committee" does not include a candidate committee, 17
legislative campaign committee, political party, or recall committee.".
"Referendum committee" means an entity that satisfies all of the 20

(b) It is organized by any person, other than an individual, or by any permanent 7
or temporary combination of 2 or more persons unrelated by marriage.
(c) It does not receive contributions or make disbursements or contributions for 9
the purpose of influencing or attempting to influence a candidate's nomination or 10
"(5) Nonresident reporting
. Notwithstanding the reporting requirements 13
that would otherwise apply under this chapter, but subject to the applicable 14
thresholds for submitting reports, a committee that does not maintain an office or 15
a street address in this state shall submit reports on a form prescribed by the board 16
of all disbursements made and obligations incurred with respect to an election for a 17
state or local office in this state and contributions from sources in this state.".
Contributions to an independent expenditure committee.".
"(c) Every communication for express advocacy the cost of which exceeds $2,500 8
and is paid for or reimbursed by any person, other than a committee, shall identify 9
its source by the words "Paid for by" followed by the name of the person.".

If 2015 Assembly Bill 388 or 2015 Senate Bill 15
294 is enacted into law, the legislative reference bureau shall, when preparing the 16
statutes for publication, change the term "government accountability board" to 17
"ethics commission"; substitute "commission" for "board"; and make other changes 18
necessary to effect the terminology change in chapter 11 of the statutes. The 19
legislative reference bureau shall also identify and incorporate other changes that 20
are necessary to effect the reconciliation of this act and 2015 Assembly Bill 388 or 21
2015 Senate Bill 294.".
