AB401-AA1,1,11 At the locations indicated, amend the bill as follows:
AB401-AA1,1,3 21. Page 1, line 3: before "special" insert "design of certain special
3distinguishing registration plates,".
AB401-AA1,1,4 42. Page 1, line 4: delete "cancer" and substitute "cancer,".
AB401-AA1,1,6 53. Page 2, line 9: delete the material beginning with that line and ending with
6page 3, line 18, and substitute:
AB401-AA1,1,7 7" Section 2m. 341.14 (6r) (b) 1. of the statutes is amended to read:
AB401-AA1,2,198 341.14 (6r) (b) 1. Subject to subd. 1m., upon application to register an
9automobile or motor home, or a motor truck, dual purpose motor home or dual
10purpose farm truck which has a gross weight of not more than 8,000 pounds, or a
11farm truck which has a gross weight of not more than 12,000 pounds, by any person
12who is a resident of this state and a member of an authorized special group, the
13department shall issue to the person special plates whose colors and design shall

1indicate that the vehicle is owned by a person who is a member of the applicable
2special group. The department may not issue any special group plates under par. (f)
355., 60., or 61r. until 6 months after the department has received information
4sufficient for the department to determine that any approvals required for use of any
5logo, trademark, trade name or other commercial symbol designating the
6professional football team or professional baseball team or associated with
7Harley-Davidson, Inc., have been obtained. Subject to subs. (9) (d) and, (10) (d), and
8(11) (d),
the department may not issue any special group plates under par. (f) 61m.
9or, 63., or 65. until the department has received information sufficient for the
10department to determine that any license or other approval required for use of any
11logo, trademark or service mark, trade name or other commercial symbol to be used
12on or in association with these plates has been obtained. Notwithstanding s. 341.12
13(2), if the department of corrections does not have flat-plate technology available for
14use in manufacturing license plates at quality and cost comparable to that available
15from the state of Minnesota, the department of transportation may not issue any
16special group plates under par. (f) 59. unless the department of transportation
17purchases the plates from the state of Minnesota. Sections 16.70, 16.71, 16.72, 16.75,
1816.752 to 16.755, 16.765, 16.77, and 16.82 do not apply to purchases of plates issued
19under par. (f) 59. from the state of Minnesota.
AB401-AA1,3m 20Section 3m. 341.14 (6r) (b) 1m. c. of the statutes is created to read:
AB401-AA1,3,1021 341.14 (6r) (b) 1m. c. Upon receipt of a contribution totaling an amount equal
22to the department's final estimate of the initial costs of production of the special
23group plates under par. (f) 65. or $23,700, whichever is less, from any person or group
24interested in the special group plates under par. (f) 65., the department shall
25commence any development work necessary to implement the provisions of par. (f)

165. and related provisions under this subsection and shall complete the development
2work within one year of its commencement. As soon as possible, the department
3shall post notice on the department's Internet site of its final estimate of the initial
4costs of production of the special group plates under par. (f) 65. The development
5work under this subd. 1m. c. shall be funded only from the appropriation under s.
620.395 (4) (ch) from the contribution received by the department for purposes of this
7subd. 1m. c. No contribution received by the department under this subd. 1m. c. may
8be applied to any fee established under subd. 2. The department may not issue any
9special group plates under par. (f) 65. until the department has completed the
10development work specified in this subd. 1m. c.".

AB401-AA1,3,14 147. Page 7, line 3: after that line insert:
AB401-AA1,3,19 15"(d) 1. If the special group plates under sub. (6r) (f) 65. will display any logo,
16trademark or service mark, trade name, or other commercial symbol associated with
17Midwest Athletes Against Childhood Cancer, the department may not issue any
18plates under sub. (6r) (f) 65. unless the approval specified in sub. (6r) (b) 1. for these
19plates provides for all of the following:
AB401-AA1,3,2120 a. That the approval is irrevocable with respect to all plates issued for vehicles
21after the plates are issued for these vehicles.
AB401-AA1,4,222 b. That, if the approval is withdrawn, the department may continue to renew
23the registration of vehicles previously issued plates under sub. (6r) (f) 65., without

1replacing those plates, but the department shall discontinue collecting the voluntary
2payment specified in sub. (6r) (b) 17. with respect to these renewals.
AB401-AA1,4,63 2. Notwithstanding sub. (6r) (b) 1. and (f) (intro.), if the approval specified in
4sub. (6r) (b) 1. for plates issued under sub. (6r) (f) 65. is withdrawn, the department
5shall discontinue issuing plates under sub. (6r) (f) 65. unless additional approval, as
6specified in this paragraph and sub. (6r) (b) 1., is obtained by the department.
AB401-AA1,9m 7Section 9m. 341.145 (1) (c) of the statutes is amended to read:
AB401-AA1,4,128 341.145 (1) (c) A registration plate of the same color and design as provided in
9s. 341.14 (6r) for a vehicle specified under s. 341.14 (6r), which displays the applicable
10symbol of the authorized special group to which the person belongs and a registration
11number composed of letters or numbers, or both, not exceeding 6 7 positions and not
12less than one position, requested by the applicant.".
